The Answer to the Worlds Problems is Here:-
All the problems in the world are caused by one thing - society not punishing bad behaviour. That's it. Whether you're a politician invading another country for dubious reasons, or a smoker dropping a cigarette on the street, all bad behaviour should prompt some kind of punishment.
Take gangs for example. Now I'm no expert (otherwise I wouldn't be writing a blog ;) ), but from what I've heard (and I listen to Radio 4 in the morning let me tell you) but the reason kids join gangs is because they get friends, "respect", and protection. In fact, most of the things they should get from their parents. And where are the parents? Where's the dad who left the mum before the baby was born? Where's the mum who's out playing bingo and leaving the kids to themselves? Okay, these are stereotypes, but they do exist, and they should be "punished" in one way or another for shirking their parental responsibilities. This is just one example of bad behaviour not being punishable, and the person gaining from their wrong actions.

So you believe parental responsibility should be enforced by the state, necessitating rampant invasion of privacy, and turning kids against their parents by providing them with an oppurtunity to tar them as criminals if they don't like them?
So, a parent tries to raise his/her child as responsible. The minor disagrees with the boundaries set in place, and tells social services that the parents spent no more than 15 minutes a day with him/her. This claim remainds unverifiable, and the parents get pushed onto the DNA database under suspicion of child neglect, or landed with a hefty fine. The only alternative is to have our homes saturated with CCTV so the state can enforce it's own idea of good parenting.

Yes, I do believe that parental responsibility should be enforced. However, you seem to have read more into my post than I put. I'm not talking about parents who try their best at bring up kids but fail; I'm talking about parents who are just not even there, i.e. the kind of people that the CSA is supposed to be after, or the kind of parent that smokes when pregnant, that kind of thing.
However, my rant about parents were only random examples plucked from the top of my head for where we don't punish bad behaviour. There are millions of others: (of the top of my head again) companies that pay below the minimum wages by "fining" employees; airlines that don't show the hidden costs of their tickets; I'm talking about everything pretty much.
It goes without saying that this is easier said than done, but it's what I think the problem and solution is.
